This page contains the information required by Regulation (EU) 2022/2065 on a Single Market for Digital Services (the Digital Services Act, DSA): how to contact us, how to report illegal content, how we decide, how to appeal and how the feed works. In Romania, the Digital Services Coordinator is ANCOM (the Romanian National Authority for Management and Regulation in Communications).

1. Points of contact

  • For authorities (the European Commission, Digital Services Coordinators and other authorities, under Article 11): zmentaro@gmail.com, in Romanian or English.
  • For users (Article 12): zmentaro@gmail.com or the reporting form, in Romanian or English. A person replies to you, not just an automated system.

2. How to report illegal content

Anyone, with or without an account, can report content they consider illegal through the reporting form (Article 16). We need:

  • the exact address (URL) of the content;
  • why you believe it is illegal, as clearly as you can;
  • your name and email address, which are required except for notices about child sexual abuse material;
  • confirmation that you are reporting in good faith and that the information is accurate.

We confirm receipt by email, review the notice without undue delay and tell you what we decided, why, and whether we used automated tools. For content that only breaks our own rules (for example, spam), use the “Report” button next to it.

For child sexual abuse material, also report it to Esc_ABUZ (Ora de Net) or to the police.

3. How we decide

  • Automated tools: filters against scams and spam can block content or send it for review. For the most serious grounds (content involving minors, sexual content, threats), a report from a trusted account (confirmed, more than 7 days old, and with no more than one of its serious reports rejected) can hide the content immediately, until a person reviews it. For all other grounds, content is hidden after 3 reports from confirmed accounts that are more than 7 days old.
  • People: final decisions, DSA notices and appeals are reviewed by a person on our team.
  • Criteria: the law and the Community Rules. The possible measures are described in section 8 of the Terms.

4. Statement of reasons

When we remove content or restrict an account, the author receives the following by email (Article 17):

  • what measure we took, for how long, and whether it applies only in certain countries;
  • the facts and circumstances we relied on, including whether there was a notice;
  • whether we used automated means;
  • the rule that was breached (the section of the Community Rules) or, for illegal content, the legal ground;
  • how they can appeal.

5. Appeals

  • You can appeal within 6 months of the decision, using the reporting form (choose “Appeal a moderation decision”) or by replying to the email you received.
  • A person reviews the appeal, free of charge. If you are right, we reverse the measure immediately.
  • The person who submitted the notice can appeal in the same way if they disagree with our decision.

You can also turn to an out-of-court dispute settlement body certified under Article 21 DSA (the list is published by the European Commission), lodge a complaint with ANCOM, or go to court.

6. Misuse

After a warning, we suspend for a reasonable period accounts that frequently publish manifestly illegal content, as well as the processing of notices from those who frequently submit manifestly unfounded notices (Article 23).

7. Serious criminal offences

If we become aware of content indicating a threat to the life or safety of a person, we inform the authorities immediately (Article 18).

8. How the feed works

The feed has two orderings, which you can choose between at any time:

  • “Top” (the default) ranks content by:
    • relevance to you: your companies, the accounts you follow, the topics you have chosen and the topics you read;
    • quality: important news, the number of sources, the size of the price move;
    • freshness: newer content ranks higher;
    • interactions: reposts carry the most weight, followed by comments and likes;
    • your negative signals: “Less from…”, “Not interested” and muted accounts push content down or hide it.
    So that you do not keep seeing the same thing, no more than 2 items of the same kind appear in a row, and no more than one item from the same source in any 4 items.
  • “Latest” shows everything in chronological order, without personalisation. The “Following” tab is always chronological.

Ads are labelled “Advertisement” and do not use your profile unless you consent to advertising cookies.

9. Our status

We are a micro-enterprise within the meaning of Recommendation 2003/361/EC, so some DSA obligations do not apply to us (Article 19). We nevertheless comply voluntarily with those set out above. At the request of ANCOM or the European Commission, we provide the average monthly number of active recipients of the service (Article 24(3)).
